He was born April 19, 1983 in Englewood, Colorado, the son of Francis and Sharron (Rork) Dougan. He was a graduate of Strasburg High School in 2001. When he was younger, Shawn would play many board and card games with his family. He was also quite the artist through his teenage years and early 20s. Shawn enjoyed growing up on the farm in Strasburg for bird watching and bike riding but also for the tranquil and peaceful nature that the farm brought.

On January 20, 2013, he married Moriah Ford-Gowan.

Shawn loved planes and spending time outside. He also enjoyed birds because they were nothing more than feathered airplanes. He also enjoyed camping while he was outdoors. He also enjoyed riding his bicycle. Shawn loved to build model airplanes. He enjoyed playing with his younger cousins. He was very helpful to his grandmother, helping with her yard work. He cherished the relationship with his sister, having a very close relationship with her. He will be remembered as a wonderful father to his children and always took them to park.
