Joe Nathan Carter, was born September 28, 1938 to the late Nathaneal and Alva Carter. He attended Clark College where he met his wife Vera. They were married for 60 years. He was a NYPD Police Officer for over 25 years. He leaves behind, to cherish his memories; his wife, and loving extended family and friends, two God Children, Adonis Rasberry and Brandon Brown. He will be greatly missed and will be long remembered.
